I was focusing on skill production and not how often it'd come up - and with the CMags nerf, they're going to be a lot rarer.

I was about to post the same thing. If I get an average of one match-5 per match (and I think that's lowballing it) 2-4 x 950 on a passive at the 2-star level is worth it! Red at level 5 is a must, and taking Blue to level 4 or 5 honestly doesn't seem worth it compared to his other two abilities, it seems like kind of a throwaway ability for if you don't have another blue user (or if he's paired with psylocke)

He obviously has ridiculous combo potential with MNMags, but MNMags red seems better than Hawkeye's still, leaving Hawkeye to be used mainly for his blue arrow and purple passive. Without MNMags, Hawkeye initially seems underwhelming. With MNMags, he seems pretty strong. Probably bad on defense though, since AI doesn't use MNMags well.
