I've got all the characters (except Bagman) rotating through the farm. As soon as one gets champed, I hold on to any of their covers I draw until I get 13 covers, then sell the champ and re-roster and champ them. If I don't have the right mix of covers in a two week span, then I just sell and re-roster with what I have and champ when I get to 13. No change.
Every single character is rostered and champed. Character levels range from Iron Man at Level 251 to Hood at 181. I got Gamora (Level 223) to the yellow Star-Lord cover. She's still a bonus hero as I at least want to get her to the LT at 227. I've added Rocket and Groot (235) in an effort to get them to 265 for Drax's red cover and Hulk (217) to get the blue Chulk cover at 223. Drax red and Chulk blue are the only covers in the 4* tier I'm missing. Also added Doc Ock (182) and Hood (181) to get them their 4* reward covers at 183.
I champed two more characters this month: Cloak and Dagger and Peggy. War Machine and X-Force Wolverine are fully covered, but sitting at Level 250 lacking ISO to champ them right now, since I chose to put some ISO in some characters that had been sitting underleveled for quite awhile instead. Champ total is 13, plus two more fully covered.
I have every rostered. My champs range from Blade at Level 290 to Peggy at Level 270. Beyond War Machine (3/5/5), and Wolverine (4/5/4) at Level 250, I have Mr. Fantastic (3/3/5) and Rocket and Groot (2/5/4) at Level 229 to Chulk (1/0/1) at Level 74. I feel like I'm slowly getting some of these lower end characters pulled up. I have a number in the 188-168 range with another bunch in the 152-127 range. The rest are 115 and below. I'm at least able to play at a level that I can usually get T10 or T5 in SCL7 or SCL8, which is good for a 1-3 covers, plus another through progression. Crashes are coming along, and I've been on a winning streak for the last month or two.

Got one more 5* character, but still not putting any ISO into them yet. Still trying to catch up with my 4*s. Once that happens, I might bring up the ones I can to Level 280 or 290 or so. Basically nothing ahead of my 4*s, at least not until the hypothetical scaling changes take effect.

The farm is going strong and I plan to keep rotating them through.
I pretty much already covered my plans for the tier above, at least in terms of Bonus Heroes. Now that vaulting seems to be over, I think my strategy will be to try and use Bonus Heroes to pull up the characters that were left behind during vaulting. I'm also starting to get to the point where I need to consider adding roster slots for dupes. Well, for IM40 at least. RNG decided to bless me with covers for him. I've seen others say they start a dupe once the original gets to Level 257, and I think that will be my strategy as well. This should keep me busy for awhile.
As far as the tier goes, I blew the CP I had going for 5pidey covers. Only got two, but added some champ levels and covers for 4* characters. I'm hoarding LTs and CP until Doc Ock rotates out and hoping that the next two 5*s will be better. So I'm not seeing a ton of action at this tier. Most cover acquisitions come through progression and placement in both PvE and PvP. Last season was the first I got 900 in almost every PvP and hit 10K for the season overall.
At first I was a little bummed to see that my ISO debt jumped from the last report, as I had brought up a number of underleveled characters that had been sitting for a long time. But most of those were lower level. I also picked up several covers through PvP events and had to level some of those characters as well. Lastly some of the covers I picked up were for characters at higher levels, thus adding more to the debt. So while the debt went up, its not spread out over so many characters. As I'm judging progress more on the percentage of characters at their level max, I'm still considering it progress. I only have five not at the current max level, whereas last update I had probably more than a dozen.I'm hoping to get Coulson's yellow cover from the current PvP and also to place well in Meet Rocket and Groot. If I do, I'll be able to champ R&G, and Coulson will be able to get to Level 229. Now that vaulting seems to be over, I think my plan is to still put ISO towards the Latest 12 and then go back and give it to vintage characters where possible. I'm hoping to get everyone caught up this season and maybe put some ISO into my 5*s. We'll have to see how PvP shakes out though and which covers I get through progression.
Spider-Gwen was my sole bonus hero when I was chasing 5pidey covers, and she went from 2/0/2 Level 106 to 3/3/3 Level 188. I've switched it over to Drax for now, hoping to get red or 3* Rocket and Groot to 265, whichever comes first. After that, I'll probably use it like the 3* tier, and try and pull up some of my lower covered characters.
I let my VIP status lapse a bit in the wake of the Heroes for Hire debacle. I'm still not a fan of that change, but vaulting seems to be over. They did have a sale for VIP through the Amazon App Store though, and I wasn't able to resist it for five bucks. I was gonna be one and done, but with the end of vaulting, I'll probably renew.
