    A clear 5-5-3 since the black has no effect on level other then the amount revived with except for the 40%-60% health. 4 turn stun with self damage at 6 is decent especially when downing her may be to the teams advantage.

    This is a wild kit.
    Is there a reason to make her Phoenix Force?
    Do the repeaters themselves do anything?

    It is important to know that her repeaters are locked, so the game starts with 7 locked tiles. This is going to be a selection ender. I would never choose any character that locks 10% of the board when the game starts.

    Red will be decent the longer the match goes on. But probably not good enough to overcome the board issues.

    I think she is most likely an easy pass.
    The 3* is miles better.

    A 4 turn stun for 6 (that's not on blue!) is crazy. She'll play just because of that.

    Red is a big single target hit (that scales!) for relatively cheap.

    The "win the game" abilities are almost always either overcosted or overcomplicated, or both, so I don't have high hopes for this one.

    I also don't much care, as red and purple are sufficient to make her playable generally.

    Get Jube to tank. Chase black. Let Thor destroy the repeater tiles. Use black. Win.

    Pick a team that doesn't have any black outlet to support her. Not sure who that is yet.

    Also, I assume 4Jubilee will just feed the 5 and stop feeding Jean Phoenix?

    If you use a character that damages themselves while damaging the opponent (see Juggernaut), and downs the opponent before downing themselves as a result, the answer is you win.

    The character description says "....it was time to spend one last life to end...." which implies you win regardless of who is left on your team.

    If it was a passive it'd be really nasty. Oh well.

    Also, is this a made-up character? Or has jubilee ever had the Phoenix force in the comics?

    There was an issue of the X-men '92: House of XCII comic (#5) where she briefly had the power, apparently.
