I believe they handed out all Iso for all reward tiers during the first pass.
seems like the ISO was rolled out in one batch, but the covers separately.

There were 40000 (4x10000) ISO so I expect the covers for Tier 4
Counter is frozen above 400M, it would be particularly weird if we did not get 4 tiers.
