Not as far as I am aware. Okoye came out of a vault for me, Ock was/is VIP and Thor and Strange were straight silly money purchases with extras like CP but no covers and Cable was earnable. DD only one that came with a cover to my recollection.0

Any other 5*s bundles have not included an actual specific cover, but a bunch have come with LTs or tokens to a special 5* store, all for actual $ (usually 74.99 if memory serves)

I don't think anyone who has 550s would choose not to buy a costume bundle because they were worried about getting another cover from the store; they could have hoarded them, I guess (the LTs, at least).
The 8000 HP bundle:
Loki - no cover included
Okoye was in a vault which also included the Royal Talon Fighter Support. Cable was winnable for T10 placement.
If someone has a 550, they can sometimes ask to have any dupe covers for that character converted to any other 5* cover they wish via CS request (I think they have to have all 3 Latests and the cover needs to be one of the Latest 3). But I didn't hear any complaint during the 2 weeks the DD costume was available regarding wanting to buy the bundle, but not needing that cover.....I don't think any whale / hoarder was stressing that much over it.

@bluewolf I know you have a lot of this data but it would be nice to see what costumes we have had so far, when they were released and what they cost/progression/VIP (LOLOLOL well this was only updated 2 times and the same one in here for now 7 MONTHS!!!!). This might need a new thread.0

As usual, getting pissed off at the devs monetising on some costumes despite them making a number of costumes available for free... I suppose the devs are not allowed to monetise or if they do so, they can only charge it at 6.99 with covers?

The reality is that they're still repeatedly artificially jacking up the price of costumes, which is a dirty and predatory tactic. Case in point, they established a bundle with 3* Cap, and then changed the in-game resources so they could charge 250% on the equivalent Spider-Man costume bundle. Even if the bundle is fairly priced for the included game resources, the price is going up for anyone who only wants the costume, and without an alternative way to acquire them AND a limited time offer, the whole thing is shifty ad underhanded.
Further, they dropped the more expensive (and likely more desirable, due to the character and film tie-in) bundle after the first one had completely expired. So they made sure they were done squeezing pennies out of the Cap costume before the Spidey one was available, so no one was able to make any sort of informed purchase, because they don't want people to say "I only have X, I'll wait for the Spidey bundle", instead they're hoping to trick those people into spending more to get both.
Nobody says they can't charge for cosmetic items. The problem is that they aren't creating a fair market that works with the fans, and instead are bending over backwards to try and trick money out of people. The game really should have a store where ALL of the available costumes are up for grabs, for a static price, without game currency attached to them to inflate the price. They could even keep the expensive bundles they've been doing, and do those X months before a costume becomes available in the store (some people can jump on having the costumes early, and others might be willing to spend for related covers or a Support, but then you enable those with limited budgets to spend as well and still get to enjoy the system)
There are many ways to do microtransactions, and they seem hell-bent on not doing any of the good ways when it comes to cosmetic content.5 -
To be truly appropriate, the Stealth Spider-Man costume should have been earnable through some means that were never announced. It would just show up in some Players' inventory, with no indication of where it came from, or how it got there. Stealth!

EDIT: Looking through that list shows that the Stealth Spidey bundle is the 3rd time they have offered this exact combination of goodies for that price for a 3* costume.1 -
Needed the HP, so the Stealth Suit was an okay deal for what I was getting. Three additional three star covers, a costume and two roster slots to give me enough space for all characters, including limiteds and Mysterio, on my roster and keep my bonus rewards flowing for another 30 days.0

Honest gaming tip though - be the Warrior (he was the one with the sword in case you couldn't guess) because he was the only one who had anything even slightly useful. There were actual fist fights over who got to be the Warrior! The Wizard could shoot sort of sparkly snowflakes out of his hands which sometimes stunned enemies but mostly not. The Changeling (I think that is what he was called) could go invisible but this didn't work. At all. The monsters just killed you straight away whilst you screamed at the screen "I'm invisible!!". Then there was the Phantom - he had a power where he sort of went blinky. He was supposed to be able to go through walls like a tiny bloblike Kitty Pryde which was OK to begin with but then the game would suddenly decide "Walls are now made of lava!" and so his powers were useless and so he either died by lava or died by evil monster blob.They had costumes along the lines of being different colours which wasn't helpful on a black & white TV. Can a character have more than one alternative costume? Ex: X-Force Deadpool will soon be Cap'n Deadbeard. Could he get an additional costume in the future? So you had 3 options?
(cue groans from your art department, who probably think that around 160 costumes for all 3/4/5's is already a lot...)
