Thanks for the response Dave.
It's been said many times, but I think the best solution to the vaulting issue is simply to add a third vintage legendary token. Also, make them all cost 20 CP (by making the newest legendary cost more, you're implying that the older ones are ****, which isn't great).
Current: most recently released 4*, 5* (1/3rd of total pool)
Classic: second most recently released 4*, 5* (1/3rd of total pool)
Vintage: oldest released 4*, 5* (1/3rd of total pool)
That was hard to word, I hope that made some sort of sense.

Going against the current, I'll say that the new system works. Yes, even the Bonus Heroes. Before vaulting, I had difficulties with a LOT of single covered 4*. In the space of what little time vaulting is in place, I have Wasp and Mwdusa championed. With IMHB and Ice getting fully covered (and champed ofc) by way of BH. Getting a champ 4* fortnightly is not a bad thing, it's actually good.
A side effect is hoarding, ofc. At th time, I set hoarding at 2 weeks, openinh tokens until I have one 4* fully covered. Hoard again etc. But people have been hoarding since forever. The only people that got problem with hoarding are the itchy fingers, like me.
So, keeping in mind the problem of ISO and hoarding, the vaulting works just fine. Kudos for D3 for listening to players' concerns.

The big problem I've found is I end up deleting way more 4* covers than I did before. Before I got a mix of new covers and improvements to my already champed 4*, now its between new covers and ones I have to delete.
I really dislike hoarding, but I'm feeling like im left with no other choice, otherwise its just a lot of wasted 4* covers.

I've hated this from its inception. It has been handled so unbelievably poorly, that frankly I don't have the patience to put my frustration into words. You can go anywhere on this forum to read posts from others who have already said it better than I ever could.
BUT (bear with me for a brief second)
I now have all of the recent 12 4* characters fully covered, which is great. It would have taken forever before the (still terrible) change.
BUUUUUUUT!!!
Now that I do, my roster progress is completely stagnant. I have no reason to spend CP, because I have a 0% chance to get a cover i need (as I'm not going to spend 20CP for a champion level).
Therefore, the solution could not be any easier: give us a 20CP cover store where we can acquire vaulted characters. That's it. That's all we want.
One last thing. The Vintage Heroic cover store is a joke. The inclusion of 2*s is just a slap in the face. Through tokens and daily deals, I've pulled probably 20 covers so far, and 19 of them were 2*. <Angry words here>17 -

1) Older players with deep rosters (myself included) are understandably peeved because progress on champions has ground virtually to a halt. If you don't believe me, there are roughly eleventy hojillion complaint threads. And don't pretend like it doesn't matter - there's a world of difference between a boosted Red Hulk at a base level of 270 and a boosted Red Hulk at a base of 330.
2) Newer players are effectively unable to cover older characters at any kind of reasonable rate. Yes, they can pick a single favorite Bonus Hero and cover them one at a time, but BH pulls aren't that common. It'll still take a long time just to cover one vaulted character, and this still does nothing to evade the ever-present problem of pulling duplicate covers for powers already maxed, which are then sold for a frustratingly paltry amount of ISO. This is a huge disadvantage for players who don't already have characters like Peggy or Iceman, who are utterly dominant within the tier.
I'm not saying all this just to whine. Here's my proposed solution:
Keep packs as they are, with twelve 4* characters available, but change them to the 6 latest characters, and let us choose the other six out of any character currently available in packs or as a bonus hero. The interface for it is already there via the heart icon that you use to choose bonus heroes. Just add a second one - a star, or a clover, or whichever Lucky Charms marshmallow you like best.
New characters should still remain in packs for around 3 months at the current release rate which is plenty of time to cover them; Danny Rand has been out for like five minutes and I already have him at 12 covers, and I think I got a total of one in his release event. And, hey, if you don't manage to cover them, just hit that star icon! A winnar iz you!
It's also a reasonable compromise on older characters being so brutally hard to cover now - it would actually make it far easier than it was before, for the exact same reason everyone and their mother now seems to have championed C4rols and Wasps.
I guess you could do something similar for 3*s? I don't really get why they were vaulted at all, since they drop like crazy and the DDQ guarantees they'll be covered eventually anyway.
Anyway, I'm sure I've overlooked something which someone will immediately point out, but this seems like the best middle ground with no obviously glaring flaws to me.

Okay, so if I am gaining covers twice as fast and supposedly champing in half the time it would feel like it's working. The amount of ISO hasn't changed. Although I may cover a character twice as fast, it still takes around 10 days to champ which is the same as before vaulting. You have only covered half the problem.0

Glad to hear the system is a work in progress. I was a 3* player before vaulting, so I did benefit from it initially (I have 5 recent good, playable 4*'s champed). But now I'm in the same boat as most of the vocal people. Every legendary tokens I use has to be sold for iso because the character already has either 5 in that color or 13 total, but nowhere near enough iso to champ them. So I've been hoarding CP for the past several weeks.

The devs target audience for vaulting makes up a very small percentage of the forums, I think, as we mostly have developed rosters and vaulting wasn't made to directly benefit that demographic. Do I know of a way to make vaulting more palatable to the forumites? Nope, lol. But I don't think it is by basically repackaging dilution into a smaller form in more subsets of tokens. My hope is that the vintage heroics are just a stopgap solution while they work on something more dynamic to help alleviate the forum's concerns regarding vaulting. Only time will tell, though, and I hope in the end it all works out.
With that said, though, i disagree that "repackaging dilution into a smaller form" wouldn't work. This is the question i would love to see them address. They are OK with giving me a one in 12 chance for a 4* (lets ignore 5*, because this isn't really about them anyway). This is evidenced by the current tokens, right? Well, why not give me a one in 12 chance for a separate set of 12? And another set of 12? Pretty soon you could have four separate tokens, each with 12 different 4*(through in Devil and Howard!). What if you are a Super fan of a particular comic/character? Then pull the token with that character in it, so that you can still continue to get your favorite (shout out to @Dragon_Nexus, the above post made me think of this).
This could also stop the issue of hoarding. Max cover all 12 in a particular token? Open a different token.
I'm not saying I have the perfect solution either, but I would sure love to hear a better rebuttal as to why they won't make the vaulted characters easier to get.
edit: looks like @Jarvind was working on his post while i was playing PS4 and slowly typing up mine. I have to say that is a pretty good idea as well, and runs along the same vein as mine.4 -
You claim new players can be more competitive sooner, now that is a half truth. Yes they can get a newer 4* covered and championed in record time. Now How are they suppose to do the 4* essential node unless they get lucky and get a BH pull for the current event? Since they don't have the 4* essential, i guess they won't be quite as competitive as you claim since they will be down a whole node worth of points.0

Bonuses are not a viable method for covering a vaulted character. The drop rate is way too low for this to be viable. While it is a nice idea, it could be turned off at any time and I would not notice.
So why not just have multiple vaults so that each character is available in a vault? That still achieves the goal of diminishing dilution, and also gives he player agency in choosing which characters to focus on.4 -
How about adding the characters we favor to the pool? If someone doesn't like vaulting he can just favor all the characters.2

I have been very vocal about how much I hate vaulting. You talk about how painful it is to sell a duplicate cover, I have been cursed with an endless Agent Venom streak. Not only is he my least favorite character in the game, I am stuck with him at 5/5/2 and have had to sell 13 duplicate black covers.
Vaulting has made duplication 1000x worse that it ever was before. I am stuck with these 12 characters, many of whom I do not want. And every single one of the 12 I now have one color with 5 covers.
I have never hoarded CP before. CP generation, and spending was the engine that drove me to play each day. I am now sitting at 229 CP. Why? Because if I pull another duplicate I am throwing my phone out the window. The way I play I pull a Legendary from 20 cp about 1x per 1 or 2 days. With old "diluted" system, i could build toward these amazing characters in the game - Rulk/Jean/Iceman,Cyclops! Across 45+ characters I would hit a few dupes (looking at you Invisible Woman!), but it wasn't that painful. Now, with only 12 to pull from, I have leveled those 12 more quickly, but I also more quickly hit dupetown. Literally, my vine last week was 2 Green Gwenpools, 1 Yellow 4Carol, 3 AV black, and a Red 4Blade. All of these characters are not champed but I seem to ONLY PULL THE COVER THAT IS AT 5!
In the old system it was hit or miss. Yes, I might pull an Eddie Brock Venom and groan, but then I would pull a Jean Grey and jump for joy. The Pavlovian drip was strong in the old system. In the new system, its just a miserable, oh, i pulled another Mordo, who I will never play with. And a few excited Wasp/Medusa/Blade pulls, until the dupes hit, and the pain. My 4carol is 1/5/1. Guess what cover I always get?
So vaulting exacerbates the duplication pain of this game, and I end up hording and loosing interest, because I am no longer spending CP - why would I when every cover has the risk of being a duplicate?
1. Please Please Please return the classic full engine vault! Id pay 30 CP to pull from the "diluted" pool. I would pay 100 cp to pull from a vault that didn't have Agent Venom!
2. My GOD, for the love of RNG! Please give us more than 1000 ISO for a duplicate cover. If you don't want me to hoard, then stop making the duplicates rain, or start making them of value! Let me trade 15 CP for a new cover? Let me pay HP to change the color. There has to be a way to stop the pain, and bring out the joy that this game used to have.
I know this sounds like a rant, but I spend a huge chunk of my limited life on Earth consuming your game. Please make it more enjoyable! Thank you!

maybe try colourless covers? how many people have asked for it/complained about it?
you've streamlined acquiring covers for new characters. now, continuing to give us (the same, unchangeable) random colour locked covers leaves covers withering on the vine. i pulled 30 lt's the other day and got 5 blue coulsons, for my 2/4/5 coulson. my buddy has 6 red blades in his cue. now i need to get 300K+ iso and 2 more non blue covers in 2 weeks to use them.

Did not address the ISO shortage / need for much more ISO in a shorter period of time.
Did not address the fact that vaulted characters are still required for missions and newer players are even more hosed.
Here's the thing I have 20+ champed 4*s. If all the 4's were in the same pool I would level newer ones slower, but overall every pull would have a high likelihood of a cover I could use. Now I 'm at a 50-50 chance of a cover for a character I don't have champed and have low on my priority to get champed. So now I'm hoarding tokens and CP, something I never did before.
So your change means I open fewer tokens, not more. yay.0 -

You are trying to make Standard, while we want to continue playing Legacy and Vintage. And you already killed Pauper with the removal of Heroics. There's no Reserved List in MPQ, so why insist on instituting one? Let us Legact players get champion levels. It's like upgrading that Stomping Ground in Belcher to a Russian Foil Altered one, except this time it makes your deck better for real.6 -

It was mentioned elsewhere, but I really liked the idea of awarding covers in DDQ if you get to 44000. In other words, if you win the Crash and every other node in a day, you will also earn a 4* cover. The first person I saw mention it said the cover you win would be for the current Crash, so for instance, if you win with X-23, you'll get another X-23 cover.
Of course I'm biased, but I suggested a tweak to that mechanic, in that if you win, you should get a cover for the NEXT Crash. To build off my example, I had no issue winning X-23's Crash, so while another cover for her would have been nice, it wouldn't have necessarily have been as helpful as being rewarded a cover for Iceman, who at the time had only one or two covers total. Now, that certainly wouldn't have helped me win the Crash this time, but eventually if I would keep winning X-23's Crashes and getting Iceman covers, I would be able to win his, which would help me get Teen Jean covers and so on.
This would also help newbies develop vaulted characters. They could get the Select 12 decently covered, and when those characters come up in the Crash rotation, a win would help them get whoever comes next better covered.2 -
