"Working as intended" is cold comfort to players if the intent is to maximize cash extracted from the playerbase per unit of fun distributed. It sucks that game development has become such a zero sum game, but that is basically the price demi/d3 pay for selecting a freemium model. If they are going to set a real $ price on each transaction then i am going to complain when the price is too high, or they start raising the monetization pressure.
