My personal suggestion (Edit: And apparently gruntface's as well!) would be to have the hoarded duplicates only be allowed rune conversions. Any duplicates obtained after the system is implemented would utilize the system instead. (Granted a lot of this is speculation on how the system works, so please take some of this with a grain of salt)
