    It was confirmed a nearly a month ago that all changes to character balancing are as intended.

    There was a big announcement made and everything and I honestly don't know how every single forum users did not see it /sarcasm

    Except that the balance adjustment announcement promised that there would be no power change for max level characters. Besides it's clear that they meant the way they progress through their normal levels. No mention was made to adjustments to boosted levels.
