Still, nice to see it rounded out with a third ability.
Best build is tough here. The protect tiles are weak, but they are basically free. Black is still outrageously expensive but does insane damage if it all goes right. Green does seem to get a lot more possibilities at 5 than the other 2 abilities.
355 seems like a good option because how often do you really get more than 5 protects out and it makes black get the most out of it.
Or it just lowered the rest of the percentages of the 2*s. Bullseye was always 2/3 of the pull probability of the other 2*s which made me think the way this is coded is that each tier of characters has a certain overall percentage draw rate. Each cover available in that tier then has an equal chance of being given when you draw a pull a 2* or 3* or 4*. If this is the case then the new pull rate for each 2* cover is p/(n+1) instead of the old p/n. This would just be a small shift in the pull rates for other 2*s The data we just see for pull rates is aggregated by character because we like to think of things by character, not cover.
That much is good to know. I just got blindsided by it a couple times in his first Stage 2 Gauntlet appearance. I've posted about the new power being active in a couple other places.

I got one too. But Bullseye is one of the 2* I don't bother with. Is he worth 800+HP for a roster slot now?

Depends what you plan on doing. Apparently 2*'s are going to be essential for PVE's, so you'll need them all to have the best chance there.
I got rid of Bullseye as the 2nd 2* I dumped (after bagman), before they started making 2*'s essential. He was pretty worthless, but he'll likely be getting a 3rd ability and might be slightly better. Not Thor/Ares/OBW/Storm better though - and once you start getting rid of 2*'s (planning on simply running a loaner in PVE's maybe?) you may as well consider going all the way down to those four.
I'm not 100% behind that. Deadly Precision could be used do set up a lot of big combos that just were not possible with any other move to this point.
Combined with his protection factor feeding purple users & the potential this could offer, I'm considering pairing him with M.Hawkeye for a spell once I get a few Green covers for him. Too bad Bagman is the only 2* that gives those 2 full rainbow, but then again who needs the full rainbow when you can drop multiple Speed Shots in a single round?
Yeah, good point. On the "everyone" anyway, I think you might have meant Deadpool's Daily for the 1* reference.
A new ability is gravy, but I'm more excited about how I just got my fifth Inspiration cover for Falcon on the same day as I got my first green Bullseye cover. Those two are going to be annoying as hell to play against.
And now that Bullseye can be boosted to level 150 for the week long boosts???
