Unless his red deals good damage per tile I don't see him as being on par with the previous half dozen 4*s.
Does his red trigger off of self-damage as well? I.E. Sentry, carnage bait, etc
Self inflicted team damage (like Sentry's Red/Green) don't activate any other passives like this, so I'm guessing not.
SO many great ones to choose from. I'm hoping for this one:
