I call it the bottom 10 shuffle. One alliance gets bumped out of top 100, so their mercs and top players leave to merc for another one. Sometimes they may find the new alliance more reliable so they don't come back. I have had members join this way and members leave this way *shrug*.

Maybe if I highlight that you can leave your on public and a merc will join at the end (I have had one save us with 2 mins left on the clock!) it will further disrupt the system and they will fix it
