Welcome to the sixth round of character rankings!

We had 555 responses this time, which is way more than I was expecting. I mixed things up a bit, using a ten star ranking for each individual character rather than having you rank each character relative to each other.

The last official rankings were back in December, and a lot of things have changed in the game since then. I won't really get into player reaction for most of them, but you can assume a lot of negativity with a few sprinkles of positive feedback.

New Characters
We have had 12 new characters released since the last rankings: Elektra, Luke Cage, Squirrel Girl, Star-Lord, Cyclops, Iron Fist, Professor X, Kamala Kahn, Kingpin, Quicksilver, Scarlet Witch, and Hulkbuster Iron Man. 5 of those 12 were 4*, which is the same amount released in the first year of the game. This increased number of legendary characters has made it more difficult to quickly get covers for a single character, as it now takes longer in the PVP rotation for character to appear again. There was a streak of pretty good characters in the middle of this bunch, and very few outright duds (Vision was not released when voting began).

Shield Cooldowns
Shield hopping may have been getting a little out of hand at one point. People would drop a 3 hour shield, queue some good targets, break to hit 1-3 targets (depending on how lucky they felt), re-shield until the hits came in, and repeat. Most forum users knew that you could achieve those same scores with a little time, effort, and money, but to the average player, scores over 2000 could be a little daunting.

So D3 decided to introduce 8 hour cooldowns for each shield type. This has changed shield strategy considerably. Getting sniped or wiping during a hop can ruin a lot of hard work, as you have less shields to use. It has become more difficult to find high value targets near the end of events, as people stay shielded for longer periods of time. Out of game communication is crucial to help find worthwhile targets without spending a ton of ISO on the skip tax. Many people will try to use one 3 or 8 hour shield at most. This means you should try to avoid being unshielded at 3 and 8 hours before the end of an event, as that is when the zombie horde is loose. I like to hop at somewhat irregular intervals, even though I may waste a few hours of shields, as that can help avoid too many hits.

New Abilities for Doom and Ragnarok
Loki's new green passive changed him from a joke to one of the best support characters in the game. It was time for D3 to give third powers to the rest of the three star cast. Doom was the next villain to get an upgrade. His purple can be pretty damn powerful with the right board, so the devs were batting 1000. Then Ragnarok got his much anticipated third power. No one is perfect, devs.

Boosted Match Damage Reduction
Prior to this change, match damage for boosted lower tier characters would continue to grow at the same rate as it did within their normal limit range. This led to some ridiculous match damage from overscaled Juggs and the other Dark Avengers. It also meant that the featured PVP character would typically tank all three of their colors if maxed out.

Now, match damage scales at a much slower rate once a character is past their natural level limit. This is good for when you are facing 3 200+ level characters in PVE or when the featured in PVP is someone you don't want tanking, such as Hood. This was potentially bad for you if you had your characters purposely underleveled to try to manipulate color tanking. Goon match damage was unchanged, though, which means at high levels the goon + character nodes still have ridiculous match damage.

Lowered PVP Progressions
PVP progressions were finally lowered after a few weeks of playing with shield cooldown. Players who could previously hit 1300 with the old system rejoiced; players who couldn't get that high in the first place were still upset.

8 Hour PVE Refreshes
PVE refreshes were changed from 3 hours to 8 hours, and the number of stacks per node were increased from 5 to 6. Most people were happy with this change, as setting alarms in the middle of the night to get optimal clears is not fun. This change has shifted where the point separation occurs. The final grind before the end of a sub has increased value since more people can stick to the optimal schedule beforehand. The hardcore PVE player will play 2-3 hours at the end of a sub, followed by another half hour to an hour of clearing the next sub. This was particular brutal during events with overlapping subs or events with 12 hour subs.

Deadpool's Daily Quest
One of the best additions to the game. There is a little something for players at every stage of the game. It does force you to save a few roster slots for 1* and 2* characters, but that is a small price to pay in the long run.

Team Up Changes
There have been multiple changes to Team Ups since the last ranking.
Characters can still be used after you send them as a TU, which allows you to send your more powerful characters to alliance mates.
TUs received from PVE can no longer be a higher level than a character's natural level. Congratulations on defeating a level 300+ Ares/Daken/Venom team! Take this useless level 40 Devour TU as rewards.
On the flip side, underleveled TUs will be scaled to the average level of your top 4 characters, up to the max allowed level for that character's tier. This sounds good in theory, but since the number of covers the AI has for a particular power in PVE is based on the level, you usually end up with high level undercovered TUs.

Nerfs and Buffs
These will be discussed in more detail in each individual character ranking. The major metagame altering changes were obviously those made to XForce and Thoress. They are no longer the undisputed champions of PVP. Some feel the nerf hammer came down a little too hard on these two, while others feel like they are still perfectly good characters.
These changes have put them in line with most of the other 4*s in terms of power relative to 3* characters. Most veterans feel that the ISO and time investment needed to get a usable 4* character is disproportionately high compared to their power levels when compared to the 3* tier. If a 4* character seems worth investing HP into, be careful, because that might mean a nerf is coming.

Death of MMR, Boost Reduction, HP Increases
D3 no longer uses a hidden MMR rating to determine who you see in PVP. This rating could be intentionally manipulated to allow you to find lower level opponents and stomp all over them. Now, the match ups are based on your roster strength until you hit a certain point total, where you become visible to anyone. Most vets are fighting maxed 3/4* teams immediately after seed teams.
AP boosts can only be stacked twice instead of three times.
Health was increased for the majority of characters above two stars, with a few noteworthy exceptions. Support characters and true healing characters were indirectly nerfed by having a lower health pool than everyone else.

All three of these changes have slowed down the pace of the game tremendously. It is much more likely for the AI to get a power off and force you to eat a health pack or three.

Point loss reduction
The point loss formula is now based on a score of 1000 instead of 800, reducing the amount of points lost in PVP by 20%. Alliances quickly picked up on ways to use this to their advantage to make the climb a bit easier.

Weekly Buffed Characters
Multiple characters from each tier are now buffed each week for all PVE and PVP events. This has technically created more roster diversity at the high end, as you will now see combinations of 4-6 different characters instead of the same two over and over. This has also contributed to the slowing of the game.

ISO Costs Reduction
3* characters now cost 30% less ISO to max. 4* characters cost 15% less ISO overall. The bulk of the ISO reduction was applied to the earlier levels of the characters, allowing transition players to get 3* characters to a usable level more quickly. This should be considered a good move for the health of the game. ISO shortages very quickly outrank cover shortages as impediments to game progression, so any reduction in ISO costs should be met with approval.

    Average score: 1.320

    If D3 ever releases a character that is worse than Yelena, I will quit the game. There is no reason to keep her on your roster unless you are a completionist or you really want to troll someone in PVP. Even when just looking at 1* characters, she is outclassed by everyone else. The slight damage added to her purple does not justify the 3 extra AP it costs relative to 1* Widow. Her black is outclassed by 1* Hawkeye's purple. She can do some damage when buffed to over 300 in PVE, but that usually only happens because you are too busy taking out the real threats.

    *Edit*: I've just been informed that her black can affect Ultron bomb tiles, so she may theoretically have one use, although others still do it better.

    68. Bagman, -2

    Average score: 1.381

    When I was going through the prologue, I was super excited when I got a Bagman cover. Spider-Man was one of my favorite comic characters growing up, and I was still using 1* characters at the time, because there was still a proper 1* > 2* transition. Excitement quickly changed to disappointment when I actually got to use him. He is so bad that d3 removed him from all tokens, although you can still get him from PVP victories if you are "lucky."

    In the last edition, Bagman actually moved up two spots due to his placement in the survey. He has reclaimed his proper place at second from the bottom with the new format, and was in tight competition for dead last for awhile. Like his 3* counterpart, he has no direct damage abilities. His purple and blue powers wouldn't be so horrible if not for their absurd AP cost, which climbs with additional covers. They both affect bomb tiles in Ultron levels, which is somewhat helpful if paired with someone that can actually damage the enemy. Yellow could be potentially useful if you could pick which CD tiles to affect, but it can hurt you as much as help you when the selection is random. Also, yellow is great when used as an enemy TU. Who hasn't breathed a sigh of relief when the AI fires off a TU just to have it increase their own CD timers?

    While his TUs are not level dependent, which is good for lower tier characters, they cost way too much to do no damage on a tile type you aren't prioritizing.

    Purple: Poor
    Blue: Poor
    Yellow: Poor

    Recommended build: 4/1/5 or 4/2/5, 5/3/5 if you feel the need to max cover him for some reason.
    Purple costs too much at 5 covers, as does blue at anything beyond 2 covers.
    Potential partners: I suppose you could try to pair him with Venom to get enough web tiles for a one shot Devour, but Venom can do it for less and stun the enemy as well if you keep his purple at 4.

    67. Classic Hawkeye, +1

    Hawkeye is not bad as an introductory character. His powers are pretty cheap and are good at manipulating the board. His purple can lead to a cascade or two with proper placement and his red is one of the few powers at the 1* tier that can be guaranteed to hit a tile you are aiming for. He is just very inessential once you get past the beginning stages of the game.

    TU Potential: Low
    His powers aren't too bad as TUs, but there are better options if you are going to keep 1* characters on your roster.

    Purple: Fair
    Red: Poor

    Recommended Build: 5/5
    Potential partners: Full rainbow with Storm and either Iron Man or Black Widow. I typically would swap out Hawkeye and Black Widow as needed in that stage of the game, as Iron Man is the damage dealer and they are the support.

    66. Venom,+2

    Venom is one of those characters that exists to frustrate you in high scaling PVE nodes. Juggernaut, Ares, and Daken may be more dangerous, but Venom with multiple goons feeding him purple can be one of the most annoying experiences in the game. As an actual playable character on your roster, there isn't much of a use for him. You will have an established 1* team of heroes by the time you get his covers, and it is too easy to get 2* covers now to try to focus on him at all. He is not a bad choice for Balance of Power, but he is outclassed by Juggernaut. He does have a potential one shot kill, but ever since 3* Spidey got nerfed getting 6 web tiles on the board isn't likely.

    A cheap team stun can be pretty nice when all you need is one extra turn to get AP for a nuke, but black is worthless now that you can't get one past level 40.

    Recommended Build: 5/4, 5/5 if maxing
    If you have a 4 purple Venom, 24 purple AP, and 12 black AP, you could kill anyone in the game.
    Potential partners: Not really worth it in 1* land. I suppose you could try to pair him with purple/black generators like Mystique and Scarlet Witch if you wanted to see what Devour looks like.

    65. Bullseye (-4)

    Bullseye got a new green power with the release of his 3* counterpart, but that happened after the voting was closed. Will it affect his rankings the next go around? Probably not. Offense will always trump defense in this game. His new power is still 11 AP and doesn't do that much damage. His tiles only have a strength of 49 at level 94, which means you would have to get at least 3 out to reduce match damage to 1 against other 2*. 2* Wolverine and Daken can quickly make strikes to counteract his protects. He isn't completely useless, especially with the possibility of being a boosted essential character in PVE, but there are better options in 2* land.

    Both powers cost too much for what they do. TUs need to be quick or do a ton of damage.

    Recommended Build: 3/5/5
    While it is highly unlikely you will get black to go off, the difference between purple 3 and 5 is 5 protect tiles vs no limit. Since the protect tiles do not increase in power and you aren't going to get more than 5 on the board usually, it is better to build on the chance that you get a mega black cascade.

    59. Ragnarok (-12)

    Picture this: the last remaining 3* characters with two powers were finally getting a third power added. First, Loki got a new green passive that turned him from a joke to one of the best support characters in the game. Then, Doom got a new purple that while not as game changing as Loki's green, still had the potential to do massive damage. That left Rags as the only 3* with two powers. His two existing powers, while not super powerful, were cheap and spammable. He was limited by his odd match damage and the lower level cap, but a third power could potentially move him to top tier. Anticipation was palpable. Charge tiles were mentioned, and who doesn't love charge tiles? Then, his new abilities were announced at the same time as 4* Thor's impending nerf. Maybe they were hoping that people would be so upset over the Thor nerf that we wouldn't notice how bad they whiffed with Rags.

    Rags' green now costs as much as LThor's CtS, but it does less damage and also damages your team. Don't worry though, because it destroys a single random column, so it's totally worth it.
    Rags' red switch from creating green to creating blue. Not necessarily a bad thing as long as his new blue is good.
    Rags' blue charges three green tiles and self heals. The healing isn't even true healing though, and the green can help your enemy as much as yourself. You can't even pair him with Thoress, as blue is her main charge tile generator as well.

    Ragnarok is still very much unnecessary. He's tanky, so he's good for occasional Lightning Rounds, and his skills are cheap. But I don't feel in the slightest that a fledgling roster can utilize that well, and for newer players Lazy Thor would be about 5 times better than Ragnarok, with the added bonus of being buffed/featured more often thanks to being a hero. But still, Ragnarok can have some niches however you build him. I chose 3/5/5 and as you could guess, that means I fuel green for other characters with his help, and can fuel blue if I so want. The best green users right now are Kamala Khan and GSBW for me, so for those ladies, Ragnarok is the man. For fueling better blues, you would want to run him with Goddess or Nick Fury. Maybe classic Storm who can use a tank alongside and has both green and blue to fuel. I can see him as an occasional damage dealer if there are no better options, at a 5/5/3 build, as well. That build is especially viable for villain LRs.
    Fun fact, but as a vet, I don't remember when I last used Lazy Thor, while I run Ragnarok pretty much every Story event that allows for it. He complements the green AoE ladies that well, and as a neat trick, you can take nearly dead Kamala/Hood along him and allow Ragnarok to trigger Kamala's healing with his cheap skills so much that the whole party finishes at full (if temporary) health. Not good for scaling, probably, so don't get used to it!

    Sustainability: high (high health plus temporary healing)
    Power: medium
    TU potential: average to good.

    Best partners: Kamala Khan, GSBW, Hulk, Lazy Thor, Goddess (? - not actually sure, they share 2 good colours), Nick Fury, classic Storm, Ares, Professor X due to cheap actives, etc.

    Recommended build: 3/5/5 for better comboability with KK and GSBW, 5/5/3 for better standalone damage options. Red is pretty much his most usable skill at 6.


    58. Doctor Octopus (-9)


    Doc Ock is a solution to a problem no one was having: How can I quickly defeat all of those Mohawk Storm teams I keep seeing? In all seriousness though, he does have one use, and that is countering mass amounts of special tiles. Doc Ock's blue got a decent upgrade, affecting twice as many tiles and dealing over twice as much damage per tile. Unfortunately, it also got nerfed, since it can no longer affect CD tiles (it could have hit Ultron bombs based on the old description as well). Blue can be really good when it hits, but if it fails to swap enough special tiles it is just an overpriced Illusions. Let's break down his damage/AP on number of special tiles hit assuming no cascades or matches:
    1 tiles: 95
    2 tiles: 190
    3 tiles: 285
    4 tiles: 380
    5 tiles: 475
    6 tiles: 569
    7 tiles: 664
    8 tiles: 759
    9 tiles: 854
    10 tiles: 949
    ...
    32 tiles: 3037

    As a reference, Lazy Thor's CtS does 645 damage per AP, so 6-7 tiles seems reasonably powerful enough to be worth it. His blue touches 32 tiles, which gives you a 50% chance of swapping any one particular tile, so you want at least 12-14 enemy strike, protect, or attack tiles on the board. Unfortunately, like anyone who bought a 42 pack looking for a featured character can tell you, probability is a fickle mistress. There is just too much random chance to use him reliably, especially when there are so many other characters that can hit a fewer number of guaranteed special tiles.

    His black is a solid passive and should be 4 or 5. His green does a whole lot of stuff, but doesn't do any of it particularly well.

    Recommended Build: 4/5/4 or 5/5/3.

    56. Beast (-4)

    I think Beast is sadly underrated solely based on the fact that he was easily the worst 3* before his rework. While his original incarnation had few redeeming qualities, this new Beast is actually pretty usable. He's not A-tier, but he has some decent cheap abilities. He still kind of sucks on defense, since the AI won't wait for the blue to fire the green, but most characters aren't really good on defense against a decent player.

    His old blue cost too much, and the placement of 4 special tiles diagonally from the original tile usually led to at least two of them being matched. The original CD also had a tendency of being put in a corner or side, reducing its already limited effectiveness. It was basically like Scarlet Witch's passive, except it cost AP and you actually wanted the tiles generated to stay on the board, which was bad. Now, the blue is a 2 match move, and it changes three existing blues into stronger tiles instead of converting the corners.

    His green was his best power in his old incarnation, and it still is. The difference now is that the tile destruction now only hits basic tiles, which is good when you have specials on the board from his blue. It also got a very slight damage bump. A maxed green against a full enemy team is going to do 2028 damage per person, 6084 damage total. This is 676 damage/AP, which is actually more efficient than CtS.

    Yellow still isn't that great, but it did get a bump in the amount it heals and the strength of the protect tiles. In the age of True Healing, damage trumps defense.

    Both his green and blue are pretty cheap, although the green only has value if you have someone who makes blue specials. Yellow is meh.

    Juggernaut was one of the biggest beneficiaries of the change in voting format. It is hard to rank him higher than 2* characters, but he is undeniably the best 1* to keep on your roster as you progress in the game. You need at least 1 1* for Deadpool's Daily Quest, and it should be him. His Headbutt does enough damage to one shot the character in that node, and his green is cheap and can lead to some good cascades. He shines when boosted in Balance of Power and to a lesser extent Combined Arms. If you keep him at level 1, he will heal in minutes.

    Sustainability: high (high health plus quick recovery)
    Power: high
    TUp potential: good
    Cheap board shake is useful when the board doesn't favor you

    Best partners: In BoP, I like using Juggs with OBW. After his first Headbutt, you can cast her blue before subsequent Headbutts so the self damage clears out the fake health. A good third to complete the color rainbow is Hood. This team is often underestimated, but things can quickly go bad for you as Hood and OBW steal all of your AP and fuel Juggs' damage.

    Commentary by over_clocked:
    GSBW's limitations are obvious - the health buff helps, but she's still an expensive, somewhat fragile character that can't scare even a 2* roster in Versus and shines with accelerators only: Hood (add Steve Rogers and you have yourself a monster PvE team), green accelerators like Hulk, Ragnarok, less so Lazy Thor, Daken, and, of course, Professor X. GSBW can create 5-of-a-kind matches reliably which makes their combo lethal on offense, but she needs to have purple higher than PX's blue for that.
    She's still underrated, I feel, since when she does work, she works extremely well. The Story mode is her oyster with the right combinations, and she can do some of the fastest fights in Versus as well, especially buffed, although she doesn't look like it at first.
    Many say that Kamala renders GSBW obsolete, since her green AoE skill is cheaper with comparable damage, her purple skill is also cheaper while converting more tiles, just not as precisely, and more than that, her third skill is very relevant unlike poor old GSBW's red. While all of it is true, Kamala does not create match-5s as reliably nor does she have that kind of board control and shake-up ability. Old-fashioned and outpaced by most new 3*s, GSBW is still unique and excels at what she does. One can swap Kamala and GSBW as needed and utilize Miss Khan for Versus, while letting GSBW dominate in Story, thus having good use for both and conserving healthpacks. Whenever GSBW can work from behind the lines (like when Hulk tanks green, red and sometimes blue and yellow too, or when Luke Cage mitigates match damage for the team, or when Colossus covers/throws GSBW), she's a real gem. Easily much worse than oBW for 2* and transitioning rosters, she's a must have for any self-respecting endgame player.

    TUp potential: low, only her purple has a decent cost for the kind of AP you don't usually target.

    Recommended build: 5/3/5. Pretty useless as the main damage dealer without 5 green.

    I was originally debating whether or not to include Hulkbuster in this round of rankings, as he had just been released and no one outside of the whaliest of whales had him maxed out. His placement somewhat reflects this, as not many people had a chance to use him at the time of voting. Mine is only 4/3/3 level 200, so I had one of those whales come in for the assist.

    Guest commentary by Colognoisseur :

    It has taken eighteen months but the development team has finally designed a 4* character worth investing your time and resources into getting the covers and leveling him up.

    It all starts with his health at 17,810 HP. This is a tank character meant to stand out front and take some hits for the team. With that health there are only a few abilities that can take large chunks out of that health and a very precious few that can take him down in one-shot.

    The other nice thing is that there are multiple viable builds for him as all three powers have great utility and it will be up to each player how they want to use him. Here are the three best options.

    5/5/3-The Standalone- Hulkbuster can use his black (Overdrive) at level 5 to add enough red to be able to immediately cast the red (Repulsor Punch) which hits for 630 per red AP. Overdrive inflicts 1541 damage but you can immediately convert it into 5400+ damage to an opponent through Repulsor Punch. Plus you get 2X354 strike tiles from Overdrive as well. This build goes with Iron Fist and the purple power which adds black to the board. But its main utility is it doesn’t need anything but a board of red and black to do a lot of damage.

    5/3/5- The Combo Maker- The blue power (Hulk-Proof) at level five turns seven green tiles to red while also leaving 3X72 protect tiles. The conversion of green to red is similar to Cyclops yellow or Doom blue. For best results it requires enough green to be on the board in the right places to create multiple red matches causing cascades. It has the added effect of eliminating most, if not all, of the green from the board. That can neuter any green user your opponent has for a couple of turns as the board replenishes the green. Black is significantly less powerful and should only be used if Hulkbuster is the last man standing. The blue if timed correctly can lead to match-5’s and you know what that means he makes a powerful ally of Professor X. I think it is this build which goes the best with The Professor.

    3/5/5- The Red Maker- This is the unorthodox build but the main drawback of Repulsor Punch is it is a single target use which drains all of the red. Leaving you to have to build up again. If you want targeting flexibility and two of the best red generators in the game then this is the build to go with. Cyclops is the obvious beneficiary of all of this as you can use his yellow to create even more red for multiple optic blasts to multiple targets. Plus if you need an outlet for black, Cyclops provides that too. Hulkbuster tanks two of Cyclops three main colors so he truly hides behind Hulkbuster until he is gorged on red. Then you can unleash any combination of Repulsor Punch and Optic Blasts which makes the most sense.

    I wouldn’t suggest going to builds like 4/4/5, 5/4/4, or 4/5/4 because all of the fours are less effective. It is a much more rewarding experience to choose the build that goes best with the characters you have and build towards that.

    While red is very damaging, you would need to get both 9 TU AP and a lot of red AP to use it effectively. Since it drains red, you would only really want to use it if you don't have a red user, which means you are focusing on two colors you don't need. Black can't be given out because of self damage. Blue isn't a bad option for a team with a strong red.

    Recommended build: See above for rationale for any of the 2 5s and a 3 builds. That being said, 5/5/3 seems to have emerged as the go to build, as HB Fist has become a dominant force in PVP.

    I figured the new system would give a boost to certain 2* characters, but it's looking like OBW cracked the top 20?

    OBW was the biggest beneficiary of the new format. It is hard to rank her ahead of a lot of 3* characters when doing a direct comparison, but when judged on her own merits she is awesome and a must have for any 2* roster.

    Find it very interesting that every single character received at least a couple "1" votes. Either people didn't understand the format, were trolling or were butthurt over nerfs.

    In the heat map, can you include the rank, eg 1->69 on the left? It'd make it easier to read. I find it impressive that the ranks pretty much align with the other harder to use ranking system, though I bet there's some surprises in the top 10.

    And wow, does OBW crack the top 20?
    Kingpin seems underrated, but he is hard to use and most people don't have covers for him.
    Also #2 has more 10 votes, but several low votes. Could be X-Force?
    Am really curious where hulkbuster ended up.
    Lol at Juggernaut getting 28 - 10s.
  • Of course OBW would crack the top 20. How many people you think rated her 8+? I know I did. Also happy to see Captain America made it above Hulk, that is my personal pet peeve.

    My question is seriously, 5 people gave Yelena a 10? And 7 people gave Bagman a 10?

    It's too bad you couldn't of added Vision to the list..maybe make a poll for just him and then add it in.

    Do you think Vision would be above Sentry or below? I'm guessing maybe below.

    I'm sure it's a little of both.. but I'm sure some people thought 1 was the best. It didn't say if 1 was the best or 10. The game has lots of people from around the world so the language barrier could of been a factor.
