There has to be some kind of medium between just getting 4 star covers every tournament and the current way where you just have most people beat up each other senseless and no one ever progressing except for the few that plays an insane amount of hours. I'd suggest revert the shield cost and make the 1000+ progression cover rewards like '1/3 of a cover' instead, like you got to collect 3 of those to get a cover. That way you can reasonably hit the progression rewards but D3 doesn't have to worry about everyone getting a 4 star cover and 2 3 star cover every tournament.
