DEVS: LESS DIFFICULTY @ OSCORP PLS

The scaling is still broken IMO. The scaling needs to be based on the level of the available characters not the level of all characters. There is no way that the none dark avenger fights should still be level 230 on the right hand side of the event map when I have such wimpy available characters for the event.
