Are you talking about the season?
Also I would be a bit leery of making assessments of PvP currently as many players are getting tired of this boost list which is finishing its 3rd week straight with one more to go. Probably many are playing less and building scores less.

Yes, like every other PvP game ever, you get matched with your peers. When your roster is in the top 1% of players, you get matched with other top 1%-ers.

I do admit I hate 550 1 stars more than any other character.

You've got WAY too many tiers there -- some of those would have hardly any players in them.
The only way I could see this actually working is to limit it by star tier, not level. A lvl270 5* is generally going to stomp all over lvl270 4*, to say nothing of lvl266 3*. I can't imagine wanting to play 3* -only PvP at this point, but if someone wants to do that I suppose it'd be fair to match them against other 3* players.
In general I'm just suspicious of this type of thing though. A PvP level cap would have a bunch of normal players moving up, and then a bunch of players who've intentionally soft capped their rosters at the top level of their chosen band, who've optimized everything including support stacks. The folks pushing for this are generally the ones who'd optimize that way.
Why do players want to endlessly stomp noobs in PvP? I want to fight players who can fight back. We have PvE for noob-stomping, why does PvP have to be that too?

Yea it was 4500 per season. Events ranged 500 to 800
Notice all my high ranks are 1 and 2 stars ascended to 5.

The 1* 672s really aggravate me, especially now with boosts, so they can fire off a bomb on turn 0. That's as pay-to-win as this game gets, IMO. So, I get the frustrations. But this is the game the devs want. I don't think they can go backwards.

I just don't understand the motivation, I guess.
Basically every other role-playing game, or game with RPG elements, scales to your level in some way. Some do it explicitly (all enemies level up as you do) while others do it implicitly (enemies in later areas are stronger).
I can't think of any game where the enemies stay the same difficulty forever, or where you can build your guys up and continue to fight lvl1 enemies forever. Wouldn't it be boring? What's the point of getting stronger if you aren't given an opportunity to struggle?

No matter where you end up with this game, I feel like that boredom you're describing is there. It's just a matter of if it bothers you.
I can't speak to those folks, but if you look at my roster you might think I'm in that position.
I'm absolutely not though! I wouldn't say I'm struggling, or facing opponents I can't beat, but I'm generally matched against peers (at least, until I get stuck grinding 5 pointers) and I have to think about what I'm doing or I'll lose. And I lose on defense all the time.
Sometimes I do intentionally handicap myself by running weird stuff, so maybe that's it.

Hard disagree on this point. I have a decent amount of natural 5 star 550’s and I will use my boosted 1a5 characters over them all the time. One of the reasons I’m not hating this never-ending boost week as much as others is that I have 1a5 Spider-Man 550 and boosted to level 672 he is an absolute monster. Juggernaut is similarly awesome when boosted. I don’t have Yelena at 5 yet but I have gotten wrecked by lvl 672 yelena blue passive in pvp several times. Black Widow is not quite as good but still great (her stun is always useful). Venom hits like a truck despite his powers being expensive, but AP supports and ap boosts can make him worth using. Iron Man and Storm are usable when boosted if you don’t have better options. The only real dud is hawkeye, and that’s only because he’s shang chi but without the combo points so even boosted, you would get more out of just using Shang.
Plus, with so few 1 stars they get boosted very regularly. I see more and more people in pvp who’s only 550’s are all the 1 stars, but they have 672 teams to run every boost week.

Same. The 1* are absolutely legit, and in many cases are actually better than 550 5*.
And just wait till you start running 550 2*!
