Well what a surprise, a buggy implementation of a complicated skill.
    I'm shocked.

Have you tried telling Cosmo they are a good dog? That could help.

I gave him a treat and pet his head. It worked great!

In his animation for blue, there is sort of creature with wings and tentacles- what is it?

The person writing the ability text saw how it was implemented and wrote the ability text accordingly.

I don't know if you understand how insane it is that this can happen... Moreso that it can happen and sound like a rational explanation.

I don't mean to be rude but, is the intended implementation not made clear enough to avoid implementing it wrongly? I mean it was implemented by someone. I assume it was checked and verified by someone else before moving on.

How does the person writing the abilities see how it's being implemented before implementation goes through quality control?

Anyway, you just found the reason so many things cause issues when released, and it's not the person writing the abilities.
