Haven't been a VIP since 2019, so snapped this up as soon as Steam updated the price to GBP 0.79 (GBP 0.99 on Android)!

After a few restarts, the price dropped to €0,79. That's a steal.

This deal will last all month. So if you have VIP already and it doesn't expire till, say, 4/29, you can still take advantage of it.
As for ongoing pricing, it won't stay at $1 permanently, this is a one month only offer. The improved rewards with VIP aren't tied to this, they were implemented separately and happened to coincide with it. When looking at it, we didn't see leaving out a readily applicable feature as something we wanted to keep back for this one month deal. So the improved rewards just kind of "came with".

Been seeing on social and such that we're trying to get people into paying, then resetting the price and having them pay the normal price through auto-update. VIP isn't a subscription. So no, not only not what we're doing, but not even possible.

They used to sell 30 healthpacks with 10,000 iso-8 for $3. I think that's the baseline.
