His black is fine, isn't it? Often making up to 10K damage n' stuff. That + the shake up is good.
Green needs a boost or AP generation and his healing should work more like Yondu's healing, or 3* Groot.

It's....okay. Not the worst single target move, but mediocre as the "main gun", with it being his only actually good power. A good comparison might be Yondu, whose blue does ~10k damage for 10 AP (plus 1.6k every subsequent turn). You'd need SS to hit 12 and a half tiles to do a similar amount of damage.

And his heal is significantly more finicky, and does much lower healing than Yondu's as well :P

Poor XFW, has any character been nerfed/buffed/nerfed/buffed/nerfed more than him? Not even his healing factor can heal that whiplash.
