The only difference is : when a new set is released, all the exclusive cards become available in the packs, so there are more rares and mythics possible to get.
New player here, how does this work? Does that mean there are some "special" cards in kaladesh that you can't get in the 300 mana jewel (yellow crystal, 5x+rare) packs? When people mention elite packs here is that the card pack they are talking about?

event exclusives such as baral's expertise ratc event
usually get released into the card packs pool after
the new set comes out.(currently you cannot find
baral's expertise within any kaladesh+aer packs)
elite pack cards can already be found in non elite
    packs. the odds are small.

If you look at your collection in game, and then select the 'show all cards' check box, it'll show you every card in the game; ones you do not own will be blacked out. Some cards from the current set (currently Kaladesh) are 'exclusive' and are not available in packs... for example, click on Heart of Kiran and you will see it is exclusive as a cash offer, and Rishkar's Expertise is exclusive as an event reward. Exclusive cards will remain absent from boosters until the new big set comes out (Amonkhet).

I would assume they are absent from Elite Pack boosters until then, in the same way that they are definitely absent from Kaladesh boosters.
