You end up with semi-sensical posts in various threads that make enough sense not to kill 'em at the outset. Then comes the spam. Read a couple forums that have tried that with these spammers. The *best* strategy is to ban all of APNIC which'll get rid of most of it, but it also means that no one in all of Asia and some of the Middle East can't use the forums. Ick.
