Can someone with a punisher please post if the punisher missions are repeatable or not? so that I can decide if u drop money and get me a punisher

I completed all the missions once for the free iso, and every enemy was lvl 15-20.
Then I logged off and back in to refresh the store, and enemies in the canada event are level 70-133!?!
Is this supposed to happen? Not gonna touch them for such few points (8-10) lol
