Dr Strange is still really good, if anything his 3* is comparatively better than the 5* version since power creep hasn't cost him so much in 3* land. His stun is excellent and it comes with targeted AP suppression which is also really useful. 

Problematically you could argue that 5* strange + power booster (apoc/Okoye) has been usurped by Polaris + booster. Strange is pretty squishy anyway so that's not a massive issue. Polaris's stun is longer and cheaper albeit it doesn't have the ap suppression aspect. Her damage tic fires almost every turn without needing a trigger from the opponent and her passive ability to repurpose enemy specials is better, in a lot of circumstances, than strange's expensive and clunky special tile negating purple. It's a sad day when a 4* renders what was once a top drawer 5* character almost obsolete.
