it costs them nothing, it's just a program running, and if 1 person out of 100 million does buy something because of it then it made them money they wouldn't have made otherwise.
There are ways to control it but if the admins don't want to administer any of them there's really nothing that can be done.

The problem with IP bans is that most ISPs use dynamic addressing so if you do ban an IP it could possibly belong to a valid user at some point.
