Lucky it's double ISO in PvE, PvP and DP Daily during the entire time so you should get all you need.

That will definitely help. I would have loved to invest in someone else, but I’ve champed far worse than Invisible Woman so I’ll take it.

Only a few low-mid tier 4s languishing at this point. The saved covers will give me a decent resource boost when I champ her.

And Peggy awarded in the PVE event before, meaning she'll be essential and in progression of the event starting on the 4th, AND it's Unstable ISO-8, which is the Cap-centered story where they put Peggy's art into the event after she was released.

Lots of little Captain America things jammed in between all of the Spidey stuff so we can celebrate Far From Home and the 4th of July at the same time.

I'm interested to see if they will skip sabretooth and go black cat on the next one.

The game seems to be back on a LLLVV reward pattern for 4*'s in PVE.

Before Black Cat, we had Thanos, Magik, then Ronin (leading to him being required for ST).  3 Latests.

Then Black Cat, Invisible Woman, and Spidey (IW).  (New characters interrupt the pattern.)  2 Vintage. 

The PVE rewards just prior to ST determine one of the required people (either Vintage or Latest), and the other two have always been Vintage.  The boss event starting tomorrow is rewarding Peggy.  Thematic for the 4th!  Peggy is one of the feathers in the team's cap as someone that has actually been featured in a comic book and really the only variant character originated by the team.

It all depends on how you look at it.  Did they go with Peggy to celebrate their achievement?  To be nice to players by making an all-Vintage ST?  Because America? Or to not give out 3 fairly easy covers for a newer 4?  I choose to look at it from the nice-to-players point of view in this case.  Boss events are always weird in terms of rewards and almost always reward a Vintage person, other than the rare new character release.  So the expected Latest person leading into ST didn’t happen because of the new boss event. 

Looking ahead....we will probably be getting the next 4 on August 1, if it's two weeks to a 5 on July 18.  We may get another Vintage required for ST then, depending on what they do.  It's probably a good plan to hoard for a while if you are worried about having all the newest people up to 209 by then.

EDIT:  TLDR
1.  The PVE placement rewards before ST determine one of the essentials.
2.  If we didn't have a boss event today, we'd almost certainly need a new ("Latest") person for Mysterio's ST.  Probably, it would have been Sabretooth.
3.  They have never used a boss event in my memory to reward "Latest" 4 covers.  So that determined the ST lineup.
* I would normally say that the schedule is somewhat slavishly followed and determines the ST, but they switch things up more lately, like using Magik who wasn't a Latest 3 when she was run.

There has been a total of 29 ST, excluding the upcoming one. ST 22 and ST 26 required all old characters. 

Based on these data alone, they are just throwing a bone to make the vets happier for one ST and it's back to newer characters required for the next 3 or 4 ST.

There were more than just 2 runs that had older characters (4 total listed in your link). Also some "newer" characters had several appearances, (Emma, rogue, nightcrawler). And for a pretty good stretch the featured "newest" character was 12 characters old. 

So I would say based on this data alone, they are not even sure how they want to proceed still.
