Passive powers are always fun, free stuff for doing nothing.. so many to choose from, especially when you don't have a usable Kitty etc.  Here are my favorites, not for power, but for fun.  ( i do not have many big 5*s, so i cycle alot of 4*s in pve for kicks), the 5*s i do have completed and use, are pretty much all on the list lol

1. Strange 3 or 5* that yellow is mean.
2. 4* Carol, free AP and a possible AOE, yes please.
3. Medusa - all aspects
4. BSSM - how many tens of thousands in strike tiles do you have? let's just ignore those
5. OML - auto healing and free strikes , just cleared all of scl8 without a single health pack used, thanks!

What are yours and why?  I am sure Bishop would be on this list, but mine isn't very usable yet.

I would say more fitting in character details. It's more about stats and powers than whole characters.

I considered this before posting, believe me, with my rep lol.  If it was about a single character, i would have posted it as such, this is more a playstyle question concerning the whole game, or even a passive from an enemy or boss you like, that you may want on a character later.  So , it belongs in general. I checked. :)

My favorite passive was always Peggy's yellow ability to make opponent's abilities more expensive. It's a good ability that doesn't make her too OP, helps her user get time to set-up on offense, and used to be a decent defensive deterrent back in the day.

Unfortunately, in this modern age of auto-play passives, Peggy's yellow is a relic of an old era.

My favorite has got to be JJ blue - those trap tiles mean business!
( Im also starting to quite like Helas green now that i have it - good doggy!)

AI passives i wish i had:
    1. Sentry bot shenanigens - reach a certain number of special tiles and they turn into criticals/team healing/whatever other nonsense they do.
    2. The AIs in-built luck!
    - surviving an enemy's nuke with 3 healthpoints so i can fire off something nasty as a parting shot with that character before it goes down.
    - clearing the entire board of enemy specials with cascades (simple 3 match ones will do, no need to get nasty with criticals).
    - my randomly placed tiles in hard to reach places, the enemy's in a single matchable formation.
    - etc... (You get the gist)

I still enjoy Chavez's Green (especially now that I have 5 covers on it).
Even though I'm not in 5* land, I still use her for different (fun) playstyle. I especially enjoy it against the few bosses that don't generate (or only slowly generate) AP.

Strange 3*. Can't go wrong with attacking and team healing in the same Passive power. I'm a 4* player and he is still the only 3* I use outside of essential ones.

Jean Grey/Mockingbird - its one of the most frustrating things ever when the AI constantly gets match 4/5s, or cascades. Its really nice to have something that kinda levels the playing the field when it does

Domino - I use Vulture quite a bit, and there are times when it feels like the game knows this and decides to give me a board devoid of black matches. Sometimes even bringing Cloak & Dagger, or starting off with +2 Green/Black AP and +1 All AP doesn't solve this issue. Domino hasn't failed me yet, even if it sometimes means more black AP for my opponent as well.

Blade - It's possible to run into the same issue as Vulture where the board might just decide that's its going to be dry of red AP, but should the opposite be the case.....sweet jesus. Blade is staple on my passive teams - either Medusa/Strange or America/Strange when I'm facing down goons. Due to the utility of his red though, he has a place on just about any team unless you're facing folks that are specialists at dealing with special tiles.

Coulson - When it often feels like a reasonable expectation that a friendly countdown tile is going to be placed somewhere that it can be matched or destroyed easily, having someone who can passively resolve them quicker is a godsend. It's absolutely still possible for this ability to worsen things on the wrong team (resolving just one of IMs recharge tiles and stunning him while the other 2 sit out for example), but this can easily be avoided by just bringing the right partners.

Star-Lord - Never not gonna find cheapened abilities useful. The advent of Dr. Strange made it hard to pick him as the #1 option against goons, but he makes your entire team more dangerous, in addition to packing quite a punch himself in the right conditions.

Nico - Put her next to any special tile creator and she makes them at least 10x more dangerous. Short of stunning her, nothing can be done to stop her from buffing tiles into the next millennium. Although it takes her getting hurt to unlock her active abilities, there isn't a threshold for the amount of damage she needs to take, and her abilities are fairly cheap.

Got way more but didn't want the post to run too long. I also strayed away from the more obvious ones, like Strange, Medusa, or Captain Marvel

Serious, no one with Okoye‘s black here? It’s by far the best and nicest passive ever, I mean I use it daily to wreck poor people in pvp (and everything in pve)

I definitely agree, mine just isn't where I want her quite yet (4/3/3)

I like Thor's green slightly more, only because I used my level 255 5-green Thor a ton with boosted 4*s to punch way above my weight class for a long time before fully transitioning.

I would say Thor green, Okoye black, Kitty yellow, Grocket yellow, and Thanos black pretty much sum up this game's entire meta.

I think my favorite passive for funsies is Daredevil purple.  A cascade on a stunned enemy is such a fun way to kill someone (oh... hello Gamora PVP!)

An interesting question would be the best ACTIVE power in the game, not accounting for passive components.

These are my personal favorites, not actually the most powerful/useful/etc
    1* Tier: n/a
2* Tier: Speed Shot (Hawkeye-Modern) (again, not much to choose from)
3* TIer: Illusions (Loki-Dark Reign) (quite a few great ones to choose from, but creating a lot of countdowns in addition to it's regular effect makes it more multi-purpose than it was when he was released...especially since you can "force" the AI to trigger it)
4* Tier: Coordinated Tactics (Quake-Daisy Johnson) (so many to choose from, but this negates so many PVE opponents that I hate, that champing her changed my game more than just about anyone else)
5* Tier: Can't Seem To Miss (Hawkeye-Clint Barton) (5* Hawkeye is a really fun character and this makes him extremely playable)

While quite certainly one of the strongest passives by far, it's absolutely boring in actual gameplay.

Where my personal favorite is the exact opposite. Not a very effective power, but it can be a lot of fun because of the variety it provides. Green Goblin's Purple power, Trick or Treat.

(as a side note, I still think we need a "Bag of Pumpkin Bombs" Support that has a special Goblin-only perk that throws out an extra countdown of a random color when you use that power, to add a little to the chaos)

4Wasp - I tend to keep her at 5 covers in blue, because it's so satisfying when an enemy matches the countdown. Even if they don't, stealing 2AP every turn is nothing to sneeze at.

Mockingbird - Instead of growling with anger when the enemy gets four match-4's in as many turns, you grin, knowing that the beat-down begins as soon as their cascade ends.

4Cage - I don't use him that often, but it's very satisfying when the enemy uses a power that lays down a strong special tile, and you not only *immediately* remove it, but gain a hefty protect tile in return. This is especially grin-worthy when it is Sentry dropping a beefy strike, taking damage, then losing it before his team can make a single match.

Chavez - mainly her green. I spent CP to max this out and now it makes everything easier. I'm only part way through 4 * transition but this makes even the 5 * 'meat shields' useable. I have no doubt that she'll even be useable when leaping into 5 * land as those crits hit big.

One of my favourite things is taking Car4l into 3* Hulk's PVP and sitting back and watching enemy Hulk kill himself via her passive.

Otherwise Speed Shot and Mockingbird's are also highly satisfying.

I'm trying to understand how exactly you "wreck poor people in pvp" every day when you're already shielded and one-hopping 3 hours after the event has started?
