Thor seems to be your best character right now, but you should go 3/5/5 instead of keeping him at 5/5/3, and I wouldn't really recommend leveling up any other 2* or 3* characters until you get more covers for them so that they can be a high level when you actually dump iso into them, or alternatively, save up your iso until you are ready to spend most of it on one good and strong character. Don't try to level up multiple characters at once either or else you'll just have a weak roster instead of a good few reliable characters. You're still in the 1*-2* transition as well so don't be in a hurry to switch over yet, continue using M. Storm as she is arguably the best 1* character. Yelena is pretty bad, so if you need roster space, feel free to get rid of her.

2* Captain America? I would say he's decent, but nothing special really, except that at 5 covers in his blue and red he can overwrite any tile, so he's pretty good in pve when it comes to taking out countdown tiles. He should mostly be used in pve though for his tile overwriting abilities or for his tile tanking in pvp. His 3* counterpart however is pretty great due to his differences in abilities.

Change Wolverine to 5/5/3 and Thor to 3/5/5.
Throw all your available ISO into OBW.
I've got a Cap at 5/3/5, because I like mitigating 150 damage per protect tile. Also, he's the only character that can generate yellows. So if he and Iron Man are on a team, you can do some nice cascades.
Loki is absolutely brutal vs Patch Wolverine and Falcon. Actually, anyone who throws out attack and protect tiles gets nullified by Loki. I wouldn't delete him, but wouldn't make him a priority either.
Yelena is the worst Black Widow. Her abilities cost too much for her to be effective. If they were cheap? different story.
Moonstone does decent dmg but has that lvl 85 health cap that you'll regret, once you start getting more 3 star covers.

Your best chars are 2star Wolvie, 2star Thor, and Modern Mags. Limited covers determines effectiveness more than the quality of the character does, at least in your case.

Max out your top four 2* Thor/Wolvie/MN.Mags/C.Storm.

Then save ISO and start fighting for 3* rewards.

Maybe level heroes that are featured in PvE.

Sell yelena and Hawkeye if you need space.

When I needed 3* Heroes and had too much ISO I would buy a few standard packs. Yesterday I bought 5 (2500 ISO) and got a red Patch Wolvie. It's worth it sometimes.

Cap's yellow is far too expensive to recommend to anyone, especially if you're running Thor on your team. Yes he can put out decent protect tiles, but protect tiles don't win you matches, they just slow the match down.

Loki isn't brutal against anyone. His small health and lack of any offensive powers makes him a very situational character, and while he can be useful against enemies like Patch, by the time you've got enough black AP to use his Trickery, he's probably dead. The fact he's the only 3* character I've never put any ISO into speaks volumes about him. If I see him on an enemy team in PvP, I'll always attack them as I feel I'm effectively fighting against 2 opponents, not 3.

Although he didn't specify how much iso he has, I wouldn't recommend this advice for MrSilver as he is still building his 2* team, which means he will need all the iso he can get to fully transition from 1* to 2* characters.

Just keep trying to hit those 2* rewards in pvp as they will help you transition even faster. You can go for 3* rewards as well if you want, but it won't serve much use as 3* covers are harder to get and will only slow you down, in my opinion.

i would sell bagman and yelena, people(not in this thread mind you but i've seen it) keep saying he has use in PVE, but he has literally zero offensive capability and there are more efficient ways of dealing with countdown tiles, like 2 star cap, OBW, hell even CHawks is better to deal with them.

The same advice pretty much still applies. A good team that I'm seeing for you is either 2* Thor/OBW/ 2* Magneto or 2* Thor/2* Storm/2* Magneto, except just keep working on making thor 3/5/5 and magneto into 3/5/5 as well. You can make make CStorm 5/5/3 and OBW 3/5/5 too, as those are the most recommended builds.

3/5/5 OBW is the preferred consensus build, though a few people use 5/5/3.

5 black gets you Espionage double-hitting (and little AP steals) on black, purple, blue, which pairs with strike tiles like PB&J.

Compared against 5 purple, 3 purple is a cheaper steal, which is usually more important than stealing more, because it not only allows you to steal earlier, but to steal more frequently, which creates a snowballing effect.

Absolutely keep your Sentry cover. It lets you do the Essential nodes in the current PVE, which is pretty significant.
