Kiora or Saheeli or Dovin or Nissa3?

    Since you offer four options, here's my opinion based on rankng and personal opinion:

    1) Kiora.
    The other players' praises to her are fully justified. Even if you rarely use her ultimate (thanks to In Bolas' Clutches, among other reasons), her first and second abilities are already very solid.

    2) Dovin.
    While his mana gain feels subpar to Teferi, his abilities are quite good already. Unlike Kiora whose 3rd ability I rarely use, Dovin's abilities are all solid (especially his 2nd + 3rd combo) even outside Kaladesh block.

    3) Saheeli.
    In terms of utility, she has been horribly surpassed by Nicol Bolas, but at least her mana gain is decent, and being able to make evasive token is still a plus. Her other abilities sadly are too situational in current Standard.

    4) Nissa 3.
    The sad thing about her is that she is fully tailored for her special Amonkhet-only Nissa cycling deck, which also had just been hit by nerfs (that deck is still my favorite when needing to avoid damage by playing infinite cycling, but it's just too slow now)

    DB brings nothing to the table in standard, and really the only thing it does better than Teferi in Legacy is a Gonti-based energy looping deck.  If you have Teferi there is zero reason to buy DB.

    Saheeli on the other hand can be awesome.  UR is a very good color combo in standard, she has awesome mana, and her ult, while not as good as it was in KLD/AER standard days, is great if you have Weatherlight. I play her all the time.

    For me the ranking is Kiora first, then Saheeli, don't waste your crystals on the other two.

    As someone who got Dovin as his first dual-color planeswalker because it was annoying as all hell with Jace1. Avoid Dovin completely as you have Teferi.

    I'd get Nicol Bolas over the lot of them.

    After that, I think Saheeli is better in Standard right now.  Kiora is probably better in Legacy, but only if you have Drowner of Hope + Thopter Spy Network, or Part the Waterveil + a critical mass of "turn all the gems green" effects.

    The other two I would only consider for the sake of completion.  And even then, I would delve deeply into my soul and ask myself why I even feel the need to collect all the blue-x walkers in the first place.

    I don't agree with this at all.

    Bolas is ridiculously expensive to level, especially for a newer player, and is not as good at lower levels (there is a huge difference between -2/-2 or -3/-3 and destroy)

    Kiora is still incredible in Standard.  She is incredible with literally any deck you could possibly think of.  Sure she can go pretty much infinite in legacy a few different ways, but her abilities mean that there is no possible deck that she can't run.  Also, I'm not sure how Saheeli is better in standard without her Boomship and Heart.

    It costs less to level Bolas than it would cost to level Saheeli plus Kiora plus UG Nissa plus Dovin Baan.

    Saheeli is better in Standard than Kiora because Demolish costs 3 while Slice in Twain costs 10.

    Saheeli can also cast Search for Azcanta with 1 swipe instead of 2.  She can cast Grand Warlord Radha for 2 swipes instead of 3.  She can cast In Bolas' Clutches for 2 swipes instead of 3.  She can throw down decoy thopter tokens to eat some of your opponent's removal.  Or she can cheat 4 copies of Fell Flagship into play as a finisher.

    Kiora had a decided advantage in sets past due to solid green ramp, but with the best ramp available being StV they're a lot more even now. I still think it comes down to critters and spells - if you have big green monsters and AA/ThM you might wanna go with Kiora, but if you're packing Etali and/or Dari (and the Flagship) then Saheeli might just be your gal... :)
