    It's open to anyone, I'm in the UK and have claimed several digital rewards. I never provided my address and have not had any problem getting the 8.5K of HP, Peggy or Thanos cover.
    The Insider program Terms of Use explicitly say it is only open to US residents.  The fact you managed to sign up to the program despite living outside the US doesn't change this fact.
