Jhoira does combo with Raff. She only gives the three mana to the card she lets you draw as a result of playing the Historic card though. If that card happens to also be Historic, it will both be cheaper and have three mana. Jhoira’s familiar combos too.
She did not during the 5 or 6 games I played.

She did not what?  Draw the cards or give mana?  Are you sure you played a historic card from your hand and didn't cheat it in?

Did not give the Mana. I hard casted a lot of historic cards.

Huh, that's odd.  She worked fine in the event for me.  Very odd bug.

I played probably 20 matches with Jhoira, Jodah and Rhadha in a deck with 7 other Historic cards.

This is what happens. Start of turn after you cast Jodah:  Jodah lowers all cards to 6 mana.

AI draws (this card is full cost) -- since my whole deck is historic it gets 3 mana.

Take your turn -- new historic cards are pulled for each historic card cast and get 3 mana, but are on board at full cost.

Attack -- Rhadha adds 3 mana for each creature attacking that turn.

    AI takes turn.

Jodah reduces cost, usually making the first 2-3 cards free since they already have mana from Rhadha and Jhoira.

    Lather, rinse, repeat.

Long story short, Jhoira works as written.
