With the new 2.8 update, Flas now asks before casting, unless when it is disabled (do not try it yet enabled).

I use it with my Kamigawa dragons, short cut to their death effects. ;)

Aside from that it's pretty useless.  Would be cool if it had a "comes into play with vigilance" effect, so creatures cast on opponent's turns could actually block :/

Just asks before cast when it is disabled,  if it is enabled it is casted and your first creature too.

I play it in my kiora turboembalm, bot on sorcery speed mostly. Getting a quarry beetle into play with this is a lot of value, and throwing eternalize creatures into a graveyard while getting their ETB effect is pretty good too.
However, I would much rather play Rishkar's expertise or Hour of Promise instead. If I had those :)

Play it with Journey to Eternity. You (usually) get the etb effect, you will always get the death effect, and you'll get your creature right back in play. Also, if you've got Journey in play, you can cast Flash on your own turn to get the effects.

The MP Dragons are all excellent for this, but there are other good creatures as well (this list is far from comprehensive, and only covers some of my personal favorites):

    • Academy Journeymage
    • Verix Bladewing
    • Dire Fleet Ravager
    • Zacama, Primal Calamity
    • Wakening Sun's Avatar
    • Hostage Taker
    • Knight of the White Orchid
    • Ravenous Chupacabra

Each of these critters costs more than the total cost for Flash. You can also couple each of them with Journey to Eternity (though of course you don't have to do so; that just maximizes the utility of Flash).

This isn't exactly what I'd call a "budget deck", but here's one I've been having fun with in Karn:

    1. Jugan, the Rising Star
    2. Keiga, the Tide Star
    3. Kokusho, the Falling Star
    4. Flash
    5. Primeval's Glorious Rebirth
    6. Growing Rites of Itlimoc
    7. Hour of Promise
    8. Search for Azcanta
    9. Storm the Vault
    10. Gather the Pack

Ummm... Thought... Would Oath of Teferi blink something at end of turn before or after it died?

That probably depends on play order. I think the order in which you've played your cards determines the order of their effects. I don't have Oath though, so I can't test that one out myself.

it isnt useless but it can be unpredictable to say the least, works well on the mythic dragon dregakas? (no clue how it is spelled sorry) flash him and the support stays so he comes back in a few turns but with the lich sometimes the zombies come out sometimes not.

Darigaaz is also fun with the new Thud spell. God Pharaoh's Gift would combo well with both Thud and Flash, too bad it's Legacy. And I never got it…

tried him with thud worked but end up being pretty much just a hit for 8 and hard to keep drawing the card.

I mostly use Thud to get his token out in case I manage to discard a copy or two of Darigaaz. I rarely face heavy destroy decks when I'm using him.
