    I still get them sporadically, but not at the level as when it was first ed introduced. At first, it vastly would accelerate my 3 stars, now it's just a really slow upward movement in gaining their ranks of whomever I choose.

    well the RNG for me is a tiny kitty because my rate for BH is not 5% but 2.1%. So I'm waiting for it to hand me 4 or 5 BH to boost my percentage.
