Well, not only will I not roster Bags, I also just flushed Dino again. Seriously unserious. Professionally hardcore frivolous?

There are only 3 characters in this game that I've refused to roster: Bagman, Devil Dino and Howard the Duck (excluding 1*s)

i have my 13 Cover Devil Dino at level 166 (I raided the Anniversary Vault a buttload)
not leveling him up more until he become available from Tokens (which he wasn't last I looked)
kept Howard after webbed wonder ended (0/2/0)
