Who should be the remaining 4 stars?

The devs have all but said 3 stars are done. We have 40 and that's enough. With the upcoming X23, that will give us 21 4's. Will they go 40 4's as well? If so, who gets the last 19 slots? I admittedly haven't read comics in years but I have my wish list. In no particular order here is my list. Who would you add or remove as a 4 star, not a 5? Dr Strange, Thanos, etc would all have to be 5's.

I went with 20 since I can't count Devil Dinosaur as a real 4.

    Both of those are actually part of the Extinction Team (in New uncanny X-men) lead by Cyclops (3*).

    And Emma Frost and Cyclops are apparently a thing.

    I think doc strange, Adam Warlock, Dormammu, Black Bolt and Annihilus are more 5* material.

    I think I remember IceIX saying in the line q&a that Apocalypse would probably be a boss battle if he ever made it into the game.

    Adam Warlock is Silver Surfer tier, so he'd definitely need to be a 5*. Maybe he could have an alt mode as the Magus and use the other three colors? Red/yellow/green for Warlock, Blue/Black/Purple as Magus.

    If we're counting joke chars like Devil Dino, I'd like to see Howard the Duck and Pip the Troll in future anniversaries.

    Colossus Fastball Special: Instead of targeting allies, target foes. You can narrow it down with damage, comparing ap costs, etc, but the basic is already in place.
