1. What do you prefer? Ranking all of the characters in order or assigning each character value on a scale (1-10)?
There are waaaaaaaaaaaay too many characters to try to put in sorted order. It’s fine for the top tier and the bottom tier, but it gets difficult in that mid tier
2. What factors do you consider when determining what rank a character should have?
Usefulness (normal vs. buffed), Speed, Synergy, Sustainability, PVP function, PVE function
3. Would you be willing to rate a character on various elements of the game (PVE vs PVP, sustained climbs, shield hops, scarecrow potential) and have those factors weighted appropriately to determine an overall score?
Absolutely, but the weights may be hardest to determine
4. Would you be willing to login to a website to vote rather than do it anonymously?
Sure, could give you some background to avoid people submitting a bunch of troll rankings. Also, people could take it upon themselves to update as characters are added to speed up the ranking updates over the year.
5. Should characters of different star levels have their score scaled accordingly to avoid lower tier characters being ranked too high?
I don’t think having lower tier characters ranked “higher” is bad. A newer player can see a “low tier” character rated highly and since that resource would be more readily available to them at the time, it is worth the investment. For example, Juggs can handle the 1* DDQ node by himself and is more of a factor in events like combined arms or balance of power than other characters are in their own featured event. OBW is a great character to use for people starting their 2*->3* transition and even past that, her Blue can be a Godsend in PVE.
6. Do you have any other suggestions to make it better?
I think allowing voters to abstain from certain characters they have no experience with either on their own roster or impressions from facing them in PVP/PVE may help reduce skewing of their ranking.

Ranking in order.

How often I would use them in the game.

Yes. I think the only categories should be PvE and PvP. Players could submit either a PvE list, a PvP list or both. I don't see a need to merge PvE and PvP into an overall score.

I think it's more important that lists come out that include new characters than trying to have "perfect" lists come out. There's too many different styles and corner cases, a perfect ranking system is impossible. For example, I do pretty well at the PvE. The only 2* character I ever use in full roster events outside of required essentials is MNMags. Of course he's not the "best" 2*, but he's the only one I ever use. How do I rank that in a way that will be useful to other players now that I'm into the 3*->4* transition and they might not be? It's complicated. Therefore, I think everyone should be able to participate. That way we'll be able to compensate for each other's blind spots. If you want to do an "elite" set of rankings okay, but I think it would be too skewed toward those players' personal styles.0
