I think that's because for the longest time he's not been a reward or he's been shelved in the tokens.
I'd been stuck on 5/4/4 for him for at least 6 months. If he was ever offered as a prize, it was probably top 5 who got his black in PvP or something outrageous.

Your Punisher reminds me of my BP, if it was for the Deadpool Daily's my BP would still be at 5/5 after having played for close to a year...
