I can provide the definitive answer. I saved all my tokens from the first week. When I saw they were stockpiled and not active, I cashed them all in and drew a BP cover. So in Week 2, the Stockpile had Week 1 odds.

Yes, exactly. Those 50 other tokens will never draw IF unless, as you point out, you wait for an entire cycle through the characters and by luck the grouping of covers slides enough to assign IF to the other half. It slid by 2 characters in this first cycle with BP and CMags getting grouped with the last characters of the first cycle. A cycle is a month's wait with the current number of 3*'s, and it's not going to get better! Plus, as others have pointed out earlier in the thread, we have no clue who else will be inserted this cycle (IF? Rags?), at what point in the cycle and with what covers (top colour? middle colour?). Quite irritating as a system but that's we're stuck with for now.
