Because up until the people he attacked anybody, he wasn't, strictly speaking, breaking any rules. His insulting posts were made as I was typing my response to his, hostile, but perfectly rule attending post. I attended to those posts (and locking the topic) as soon as I saw them (a.k.a. as soon as my post was posted).
