The current issue is that with each new 3* release, the odds of getting a specific 3* cover are decreased so that the odds of getting a 3* stay constant overall, thus making it harder to find the covers you need. Introducing a new 3* in the system you proposed will still decrease the chance of finding any given 3* cover that you're looking for and will still hold the overall chance of a 3* constant. The only change is the behind the scenes math (and in fact that could be the way they currently have it coded anyway).

    I think it's 2 rolls, one for rarity, another for cover. With 3 rolls you would see equal chances of 2 cover and 3 cover chars in the same rarity, but the 2 cover ones have lower odds so you can tell the 2nd roll goes straight to cover and not to character.
