It actually isn't from the initial FAQ and updated this week. Nico was allowed an exception until next Tuesday for this 7 day rule to also apply to her.1 -

I honestly think that softcapping is in fact a symptom of a problem. On the bright side PVE used to be so much worse than it is. At least now it scales by SCL rather than by Roster. Honestly, if PVP …1
