That design *is* lousy because her most powerful defensive effect sometimes does absolutely nothing, and sometimes it will be extremely punishing, muting much of the design space of player-initiated powers outright. This is the case whether the player uses the power or AI's random forcebubble placement. That level of variance simply mutes player choice and agency, which is classically poor design. The fact that you can tie this variance to lore of some kind doesn't change that. The existence of extremely linear counters is also no improvement. Good design should be robust and dynamic with meaningful decision-making and multiple valid strategies, not rock-paper-scissors with super-hero names.
