Challenge battles?

Is there a way to incent Challenge battles on the map?  I have none on either my Joe/Cobra maps right now so it is hard to win the event prizes based on 9 Challenge victories.  I've reloaded battles and opened more territory but the Challenge battles seem very rare to show up.
