I'd leave yellow and red the same, though decrease the cost of red. Blue is the one I'd rework.
Blue (Passive): Sam surveys the battlefield and helps disable the enemy teams offensive attack. Whenever you have 7 or more Blue AP, creates a random color 4-turn countdown timer that destroys 2 enemy team AP in that color.
Level 2: 7 or more Blue AP, timer is 3-turns
Level 3: Reduces it to 6 AP, timer is 3-turns
Level 4: 6 or more AP, 2-turn timer.
Level 5, 6 or more AP, 2-turn timer, 3 AP destroyed.
