Max Level Glitch

So I caved in to buy the last green cover I needed to max out my Grey Suit; and instead of saying her max lvl is 166, it says 158. Is there a penalty for buying covers or is this an actual glitch?

She'd be my first maxed 3* so I hope this is just a glitch.

    As a general guess based on what information you have given either:

    A) You don't have 13 covers.

    or

    B) You're confusing max level with the fast level up button which tells you what level you could get the character to with your current iso + a $100 purchase of iso.
