    In the "Avengers Under Seige" storyline back in the 80s, where' Zemo assembled an absolutely massive number of villains for the Masters of Evil, Helmut had Moonstone brainwash a villain named Blackout (he was more-or-less useless otherwise.) Blackout was Zemo's contigency to counter Captain Marvel (this is the Monica Rambeau, later Photon version, who was incredibly powerful.) He also had the Tinker create a device to over-ride Moonstone's control over Blackout and integrated that device into his headpiece.

    I'm guessing it's whatever the writers need it to be...

    Once the seed is planted it's likely open to interpretation including being expanded on to meet the writer's needs. I'm surprised it's not used more in his stories.

    So I played the whole Zemo event and he was terrible -- at anything less than 5 black he's actively hindering your team. He ruins free AP supports because he makes everything you cast cost an additional 3AP.

    I think he might be ok eventually but I have no way of knowing until I get that 5th black cover. I can't really test until then.

    No, I'm actually not sure. At low covers he hurts your team, but nobody's ever going to use him like that anyway, so it doesn't really matter.

    I'm viewing it as him enabling all of your powers to be buffed with one extra AP at 5 covers. It's definitely (for me) going to be 3/5/5

    I got my Zemo up to 1/1/1 for the event (indulged in two of the deals to do the quests and used the shards to get the third cover.) I put the Tinkerer on Zemo and ran him with Crystal (Atlantis) and an ascended Deathlok (Soul Stone.) He was kind of fun - whenever I could get Zemo's black out it worked pretty well - he reduces every power by 3 ap and the drain only kicks in when you have 3ap more than what you need for the power. This limited being able to really hammer out Crystal's green and red, but it still worked pretty well. He was kind of annoying when Atlantis worked and the Tinkerer didn't - then I'd have the excess AP for Crystal to activate Zemo's passive but not Zemo's active black.

    The active black is clearly intended to offset the drain (and then some, at higher levels.) Without it, though, he's definitely a liability. It'd be interesting to see him at a high level when you may actually want his CDs, but CDs that do damage are always somewhat problematic.

    If they tied the drain to the black active it would be noticeably better, tbh.

    the Zemo he currently has is terrible and actively hinders his team... But it's possible fully covering him could change that and he might eventually be ok, ... Which is valid but doesn't give a full assessment, but that's not possible right now and my own Zemo isn't fully covered yet and Buckets comment is right there so a light hearted reference to said comment should be easily understood for what it is without seeming like it's making any absolute claims nor tarnishing buckets name in any way and it's the best assessment of Zemo's actual play this far, plus "possibly" being "ok" in the future doesn't exactly scream 16 time world champ... (Or up to 25 if you count other regional "world" title wins)... hence,...

    He MAY not live up to the hype of the previously mentioned "champ" comment which was obviously a joke.

    Here’s a player with a champed Zemo, presumably thanks to the resetting quests.

    It’s amazing these devs manage to get logged in to work on the game sometimes.

    That's totally doable without resetting quests. If you bought all his offers, did the quests, placed well in PvP, and had a little luck on some 40 packs you'd get there.

    I'd much rather do that than do the quests over and over anyway -- it's what, a couple hundred bucks vs hours and hours of mindless grinding? I guess if your time has no value to you it's worth it!

    I'm enjoying him on Thunderbolt teams and also with Mephisto.

    His black is useful for sure and I like creating all these hydra tiles with Mephisto and sam as it packs a punch. Mine is currently 3/4/3
