Will of the Jeskai is "casting twice" sometimes

Sometimes after I cast Will of the Jeskai with Option A, I will get the message in the Battlelog "Will of the Jeskai was triggered", and the discard and draw effect will happen a second time.

Working theory is that this happens when there are no cards in the graveyard, which means the spell gives you the two options "Not Now" and "Option A" when you cast it, and not the two options "Option A" and "Option B"
