That Yellow power reads that you need an enemy special to be able to fire it. That means against some teams or at some times you won't be able to fire the power.

The Black power generates an amazing amount of AP (12 total) for easy objectives (just 2 SAP tiles). This should easily fuel a bunch of winfintes even if they are slow.
