My 3* are piss-poor. (Ooh, no tinykitty.) The best is Psylocke, 0/3/2 level 51. I've been levelling them up as far as I can as I get covers. But from comments I see about low-level 3* teams being pitted against 141 teams I'm wondering if that's the right way to go. Should I keep doing that or wait until I have 2 or 3 that could be maxed, using my level 85 2* in the interim?

What you see differs from what I've been reading in the forums. I see multiple cases of people taking 1 character to 141 then running into teams of 141s. Personally, I see very few 141s and they don't become more common until the higher point values of my bracket. All I can ascertain at this point is that it mostly has to do with MMR stuff or leveling a single character to 141 is actually worse than progressing a team up to 141 evenly (which is what I'm doing).

I think the game is onyl trying to match you with equal levels opponent. When I had only maxed 2* like you, and sub-50 3*, I only faced level 85's teams (before 700/800 points, after, of course, be prepared to face everyone, mainly 141 teams).

Then I was able to push my punisher to level 115, and everything was still ok. But as he was not so good at this level (none color maxed), I only played a little with him, only to add a little diversity after OBW/Thor.

Then, two things happened at about the same time (with very little play time, so I do not know which one triggered the change):
    - Got a last 5th black for punished, and used all my saved HP to buy him a 5th green (since I'm no longer use shield in pvp due to stop playing with a way loo low ranking, I thought it would be good to play with a brand new powerfull character). Now, he is still at 115, but I can max him to 141 if I spend the iso
    - Got Black panther covers and hulk covers, but without spending iso on them. Hulk is now at 89/102. BP is 71/92. (next "near usable if I have 5 more covers" is LThor, at 77/77)

Now, even if I stick to a featured/OBW/Thor team, I mainly face teams with at least one character above 100. But never a 141 team.
So I really think the game now tries to match you teams that are about your cover number.

For now, this is nothing you should care about: by the time you have a useable 3*, the game/matching/bracketing/mmr will have change 4 times.

I guess my question boils down to asking how the system defines how strong a team is for finding opponents.

Is it the number of characters in the roster, the average / total / maximum level by star rating, the level of the characters I most often use, the ranking of teams I beat / lose to, or all of the above or just roll 10d6 or...

Doing a search on the forum for MMR calculation and MMR algorithm doesn't find anything helpful.

Yeah unfortunately no one really knows. Some people tend to think it's mostly based on your team, or who you've been using the most recently. I personally think it just scales up as you win more and more and scales down as you lose so you should land where you're supposed to. If you use boosts to beat tough opponents and shield at the first sign of adversity the game might think you're better than your team otherwise suggests.
