Webstrike Elite does not draw a card when it cycles

Webstrike Elite does not draw a card when it cycles.
It does trigger cycling effects when you exile it from hand with the requisite amount of mana, tho.... for example it triggers the effect of Nissa, Steward of the Elements' 3rd ability "Aspire" token... and it also increments the 'CYCLER' objective in the Trial of Ambition event
