Cunning Coyote's ETB buff only works once

When you cast a second Coyote to reinforce the first one, the +2/+2 trigger doesn't work. I can see the animation that it is going through the +2/+2 buff process, but the creatures don't get a second buff. So it seems that every trigger after the first doesn't do anything.
